Video tape all these people until they leave the scene. They have no expectation of privacy. Any that commit acts of arson, vandalism, violence that can be calmly arrested can be identified later and be sent summons or have warrants.

If you want the best possible scenario for the future then institutions that are relevant and needed (like these that prevent rapes, robberies, murders, violence, destruction) must transition in tact
